More than 20 hospital trustees and CEOs participated in the MHA Trustee Advocacy Day May 17. The event was designed to help members of hospital and healthcare organization governing boards learn more about the legislative process and strengthen relationships with Michigan lawmakers.
The first part of the day was spent at the Capitol attending healthcare-related legislative committee meetings. Participants met with lawmakers personally, allowing legislators to build relationships with the business and healthcare leaders in their communities.
Michigan Budget Director Al Pscholka joined participants in the afternoon for a special presentation on the state’s healthcare budget. Pscholka’s presentation was particularly timely, given that he met with participants directly after attending the state consensus revenue estimating conference. Pscholka was able to provide attendees with an up-to-the-minute look at the state budget and discuss the impact the latest revenue estimates will have on continuing state budget negotiations in the Legislature.
During the consensus revenue estimating conference, Pscholka and the directors of the House and Senate Fiscal Agencies determined current fiscal year (FY) 2017 general fund revenues will be down $180 million compared to the estimate made in January. This decline in expected revenues will not have a significant impact on healthcare spending this year because caseloads have declined for the Department of Health and Human Services and expenses are expected to be $109 million below estimates. Other adjustments will allow for a fiscal year-end balanced budget. General fund revenue expectations were also revised downward for FY 2018, with $100 million less now expected in the next fiscal year compared to the January estimate. Despite the projections, there is no new risk anticipated to state Medicaid funding. Members with questions should contact Laura Appel at the MHA.
