Materials Available from Recent Skilled Nursing Facility Value-based Purchasing Webinar

The MHA recently distributed facility-specific impact reports for the Medicare fee-for-service (FFS) skilled nursing facility (SNF) value-based purchasing (VBP) program, which begins Oct. 1, and materials are available to assist members following a recent webinar.

Similar to the hospital VBP program, the Centers for Medicare and Medicaid Services (CMS) will fund the program by withholding 2 percent from Medicare FFS payments to SNFs. SNFs will earn more or less than their 2 percent contribution based on their performance. Unlike the hospital program, which is budget neutral nationally, the SNF VBP program will not be budget neutral, with the CMS expected to withhold $272 million more than it distributes as VBP program incentive payments for fiscal year (FY) 2019. When hospital-based, hospital-affiliated and nonhospital affiliated SNFs are included, the SNF VBP program is estimated to reduce payments to Michigan SNFs by $9 million in FY 2019. The FY 2019 program will use a single measure to determine incentive payments, the SNF 30-day All-cause Readmission Measure (SNFRM). The CMS intends to replace the SNFRM with the SNF 30-day Potentially Preventable Readmission measure in the future.
